Look at contracts, customer status, location and the substance of bundled supplies. Keep uncertain classifications visible until specialist advice resolves them.

Describe each supply from the customer's perspective

List what customers actually receive, who contracts with them and how charges are calculated. A business may sell advice, goods, subscriptions and property-related services through one website, but those activities do not automatically share a VAT treatment. Keep the legal entity clear while examining each supply separately.

HMRC's overview distinguishes taxable supplies from exempt and outside-scope items. [1] Use those categories accurately and obtain specialist assessment where the boundary is uncertain. Zero rating is not the same as exemption, and a low or nil VAT amount on an invoice does not explain which category applies or why.

Examine packages and linked charges

Read the contract, marketing description and pricing arrangement for bundled offerings. Identify whether the customer is buying distinct supplies or a package requiring a particular VAT analysis. A single invoice line or a separate price label does not by itself settle the treatment of the underlying arrangement.

Keep evidence of how the service is delivered and what customers can purchase independently. Ask the adviser to assess material bundles before launch rather than relying on the tax code used for one familiar component. A package containing training, software access and goods may need a more careful review than a generic product category suggests.

Consider customer status and location

Identify whether the customer is a business or consumer and which locations are relevant to the supply. An overseas billing address is useful information but may not settle the place-of-supply question. Keep contracts, customer evidence and delivery details where they support the applicable treatment.

Do not apply one domestic VAT code to every transaction simply because the supplier is a UK company. Equally, do not remove UK VAT automatically from every invoice with a foreign address. Connect sales classification with registration monitoring

Review how each category affects taxable turnover and any special registration question. A business adding a new taxable activity may need to update its monitoring even if the original activity was exempt. The combined legal entity and relevant rules matter; separate product teams or accounting tabs do not automatically create separate registration thresholds.

Where a supply's classification changes after advice or a contract variation, identify the effective date and any earlier transactions requiring assessment. Avoid silently changing a software code while leaving historic invoices and registration calculations based on the old assumption.

Review input recovery across the activities

Identify purchases used for particular supplies and shared overheads. Mixed taxable and exempt activity can raise partial-exemption questions, while private or non-business use needs its own consideration. Do not assume that being VAT-registered makes all purchase VAT recoverable regardless of the activity it supports.

Use Partial exemption: initial questions for the method and adjustment questions. Keep the purchase-purpose information available to the bookkeeper so costs can be attributed from evidence. A supplier can provide services to several parts of the business, and one default purchase code may therefore be insufficient even where the sales classification has been carefully reviewed.

For VAT compliance review, provide an activity map, sample contracts, pricing, customer categories and representative transactions. Ask for a classification schedule showing the treatment, supporting reasoning and operational instructions for each material supply. Identify cases requiring further facts rather than forcing every item into a final category before the evidence is complete.

Test the resulting instructions with the sales and bookkeeping teams. They should know when the standard treatment applies and what change requires escalation, such as a different customer location, a new bundle or a revised delivery model. Keep the decision record updated when the business evolves so the original VAT review does not become a permanent answer to transactions it never considered.

Periodically compare the product catalogue with the classification schedule. A new service can be launched by a marketing team without reaching the accountant, leaving the website promise, contract and invoice treatment inconsistent. A short approval step for new offerings helps identify that gap before many transactions require correction.

Frequently asked questions

Does my main activity determine VAT for everything I sell?

No. Assess the actual supplies, including new or secondary activities. One dominant business line does not automatically determine the treatment of every transaction.

Can separate invoice lines decide whether a package has several supplies?

Not by themselves. Review the contractual and commercial substance, including what the customer receives and can buy independently, and obtain advice on uncertain bundles.

Are overseas customers always outside UK VAT?
